The University of Maryland School of Social Work has an exciting opportunity for a Family Support Center Director to join their team. The Director position will oversee all aspects of program development, supervision of staff, budget, fundraising, enrollment, and facilities for the Family Support Center, located in the Promise Heights footprint of Upton/Druid Heights Baltimore City neighborhood.
This position will collaborate closely with the sponsoring agency, Maryland Family Network, and will work under the supervision of the Social Work Community Outreach Service (SWCOS) at the University of Maryland Baltimore. As a member of the Leadership Team, the Director of the Family Support Center will provide strategy, leadership, and guidance to support SWCOS in achieving organizational objectives. The Director will develop, monitor, improve, and evaluate programs toward long-term sustainability.
The Family Support Center will offer an opportunity to expand and strengthen the department’s early childhood programming by co-locating integral services for expectant and parenting families of children ages 0 to 48 months and collaborate with multi-generational caregivers to support the safety, stability, healing and growth of children and families. The individual and family-based services will include addressing families’ emergency financial needs, space for education and teaching on caregiving practices and techniques, therapeutic services for children and families, and case management services to support families with navigating systems to address their physical health, social and emotional well-being.

ESSENTIAL FUNCTIONS:
Lead the development and implementation of the Family Support Center, including overseeing construction, program design and staff recruitment/onboarding in order to open the new initiative to the community.
Lead the development of and provide ongoing support to a Community Advisory Board made up of stakeholders who will inform all aspects of the Center.
Provide direct supervision of Center activities, including early childhood programming, workforce development, home visiting, case management, and community organizing.
Oversee intervention strategies based on evidence supported models.
Manage Center budget, fundraising, and facilities operations.
Ensure the Center adheres to organizational values, policies, and practices.
Oversee the care, safety, and wellbeing of staff, participants, interns, and volunteers.
Coordinate staff meetings, staff orientation, training, and professional development.
Support program evaluation activities and fidelity to the Family Support Center model.
Oversee the development of systems to collect, analyze, and report data on program outcomes.
Prepares monthly, quarterly, and annual statistical and programmatic reports.
Develop strong working relationships with community partners as well as across the SWCOS department to enhance services to children and family. Specifically collaborating closely with the B'more for Healthy Babies program as well as the Family Connections Baltimore program, both initiatives housed in SWCOS.

QUALIFICATIONS:
Education: Bachelor's degree. Master’s in social work, education, human services, or related field is preferred.
Experience: Five (5) years in community service program coordination, development, oversight, or administration. Experience working with urban communities and specifically in-depth knowledge and experience in administration of trauma responsive children and family service programs. Experience overseeing early childhood programming preferred

ESSENTIAL FUNCTIONS
Supervises and provides field instruction to graduate social work students in conducting social work assessments that examine risk and strengths of children and their families who attend Elementary Middle Schools. Provide training, guidance, and support to teachers, school administrators, and staff as well as other community partners regarding issues including mental health, poverty, unemployment, substance abuse, physical abuse, rehabilitation, social adjustment, child care, and/or medical care as well as the implementation of restorative practices.
Convene and staff the site-based Community School Leadership Team, a coordinating body that is co-led by the principal and this position and may comprise administrators, teachers, support services staff, partners, parents, and others to identify needs, set priorities, and coordinate the strategies.
Develop and facilitate workshops, meetings or community events; coordinate logistics, scheduling, and participant communications including social media. Work closely with partners to develop and provide appropriate trainings, workshops, and recognition events for participants. Coordinate logistics, scheduling, communications, and participation.
Manage program work plans in accordance with specifications and funding limitations in order to shape the program. Oversee daily operations; organize program activities; and set priorities.
Maintain and facilitate program data in compliance and with programmatic reports required by sponsors. Make recommendations to management in use of funds to ensure compliance and prepare for regular program audits by sponsors. Collect, complete, and submit program information in required formats for various reporting including internal quarterly program updates and sponsors reports.
Assist in evaluating program effectiveness to develop improved methods; devise evaluation methodology and implements; analyze results and recommend and/or take appropriate action.
Participate in network meetings and trainings as related to the Community School strategy city-wide as well as initiatives led by Positive Schools Center.
Performs other related duties as assigned.

Provides timely review and approval of all Intern assignments (i.e., process recordings, case presentations, client documentation, monthly reports and work hours submitted by the student).
Provides clear constructive feedback to the Interns on an ongoing basis about their performance using assessment tools, such as process recordings, minutes of meetings, and other assessments specified in a Learning Agreement.
Participate in the planning and implementation of Intern education activities (including orientation and seminars) as well as the development of clinical programs and intervention strategies that include staff development and inclusion of evidence supported models.
Participate in Positive Schools Center program activities including those based on program principles, outcome objectives, City Schools priorities. Supports the completion of monthly, quarterly and annual reporting to funders and private donors.

The University of Maryland School of Social Work (UM SSW) is accepting applications for a Clinical Instructor. This full-time, 12-month non-tenure track faculty position will lead the delivery of training, coaching, and technical assistance on the SHARP framework for addressing the contexts of poverty and oppression during service provision.
The SHARP framework offers providers a way to view issues of oppression impacting their client, as well as partnering with clients to create plans of action to counter oppressive policies and structural issues.
The five components in the SHARP framework are: Structural oppression; Historical context; Analysis of role; Reciprocity and mutuality; and Power. Through this framework, human service workers can focus their work with clients on addressing both the root causes of poverty and their consequences.
Training will be provided to social workers and other human service workers under a five-year grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) for a project called The Collective of Antiracist Child and Family Systems (CACFS). In addition, this position will provide field instruction for UM SSW graduate students and provide services to a small number of families through the Family Connections program in collaboration with families and community agencies. Family Connections Baltimore, operating under the Social Work Community Outreach Service (SWCOS), develops and implements community-based family strengthening services that support vulnerable families in achieving safety and well-being.

ESSENTIAL FUNCTIONS
Provide training to social worker practitioners and other human service providers on the SHARP framework.
Develop tools and curricula to train on the SHARP framework.
Lead communities of practice in understanding and implementing SHARP.
Support and co-facilitate a community advisory board
Plan and implement systems for documenting and reporting activities.
Participate in the planning and implementation of intern education activities that will include collaboration with the Title IVE Public Education for Child Welfare Program and the functions related to TA-FC.
Participate in the development of clinical programs and intervention strategies that include staff development and inclusion of evidence supported models.
Participate in activities related to a family-oriented trauma practice to include: conducting trainings in implementation of the models; conducting seminars for child welfare workers and interns regarding trauma informed practice, conducting trauma informed family practice seminars for SWCOS students.
Provide direct clinical interventions for a small number of Baltimore families enrolled in the Family Connections program. This includes adherence to the principles and interventions prescribed by the model and those that pertain to Trauma Adapted Families Connections (TA-FC).
Participate in SWCOS program activities including those based on program principles, development of the strategic plan, and regular organization meetings.
Conduct other duties, as are appropriate and assigned.
REQUIRED QUALIFICATIONS:
Education: Five years post-Master’s Degree in Social Work
Minimum Licensure/Certification: LCSW-C in the State of Maryland
Additionally:

Essential Functions
Work with the SWCOS Leadership Team to review and analyze community data, needs assessments, logic models, performance measures, and action plans to determine the needed partnerships and supports. Strategically assess the program supports provided for children from birth until they graduate from high school and transition to college and career in order to make recommendations and develop new partnerships.
Form partnerships with agencies in the community that enrich the school environment and will provide services for children and families in the areas of mental health, health, dental, adult programming, after-school, legal etc. Create and execute partnership documents. Work with Director of Data and Evaluation to finalize data-sharing agreements with partners.
Collaborate with Promise Heights school-based teams and principals about existing partners and their whole school impact on a quarterly basis using data Baltimore City Public Schools as well as an internal database system. Use data from multiple sources to inform decision-making.
Scale-up partnerships across Promise Heights programs to serve more students and families and avoid duplication of services.
Collaborate with community stakeholders to create strategies to address systemic inequities. This may include presentations and trainings to new and potential partners as well as participation in local events, work groups and conferences.
Work with the University of Maryland development team and the Promise Heights leadership to solicit donations and funding from philanthropic sources.
Develop systems and strategies to comply with locally and federally mandated requirements; monitor for performance. Reporting, as required.
QUALIFICATIONS:
Education: Bachelor's degree. Master’s Degree in Social Work, Communications, or related field preferred.
Experience: Six (6) years of program oversight including program planning, budget, and coordination.
Supervisory Experience: Two (2) years of direct management experience required.
Preferred Licensure: Licensed Master Social Worker (LMSW).

Collaborate with senior leadership and department heads to create a system by which to share back data, outcomes, and goal progress with neighborhood residents, partners, staff, and funders.
Strategically communicate research and evaluation findings to a variety of stakeholders including community members, funders, and academia. Develop multiple methods of outcome dissemination, including infographics and written reports.
Facilitate data collection and evaluation in collaboration with the U.S. Department of Education’s Promise Neighborhood Evaluation Team. This includes working with the Urban Institute on the Government Performance and Results Act’s (GPRA) data analysis and annual neighborhood survey.
Supervise Data Analyst, graduate assistants, and interns, as connected to data and/or evaluation work.
Qualifications:
Minimum Qualifications:
Doctorate in education, data analytics, public health, social work, social science, or related field.
Five years’ relevant work experience, including two years of supervisory experience.
Demonstrated proficiency with results-based accountability.
Demonstrated skills in using data in an applied setting to measure results and guide program implementation. Experience with performance management and reporting in a public sector and/or grant compliance setting preferred.
Experience leading multi-disciplinary teams with diverse backgrounds and perspectives to develop innovative strategies and solutions.
Comfortable in startup atmosphere where change and ambiguity are the norm.
Experience with Institutional and Research Review Board protocols.
Strong demonstrated commitment to anti-oppression practices.

Ability to manage large number of projects with various components and stakeholders in effective and time-constrained contexts. Required to assess, formulate, and evaluate the impact of recommended or implemented policies from a strategic and/or operational perspective

The University of Maryland School of Social Work has an opening for a College and Career Assistant Director (Community Program Specialist Senior) to join the Social Work Community Outreach Service (SWCOS). The Assistant Director oversee the postsecondary programing in Promise Heights and SWCOS. This position will plan a comprehensive college and career readiness framework that incorporates best practices in preparing students for high school completion and advancing in their goals following graduation. This position works across multiple schools and communities to supervise, train, and evaluate College and Career Readiness Coordinators in their roles helping students make informed and effective educational and career choices by offering programs on high school choice, post-secondary options, career options, and academic and occupational training needed to succeed in the workplace.

ESSENTIAL FUNCTIONS
Supervises, trains, and evaluates College and Career Readiness (CCR) Coordinators. Ensures that each site-based College and Career Readiness Coordinator prepares, coordinates, and maintains program content and delivery methods for the daily operations and events within assigned schools. Identify and facilitate professional development for CCR staff to include onboarding as well as weekly supervision.
Leads the integration of College and Career activities and programs into a comprehensive college and career readiness framework, sharing resources and best practices across teams. Sets goals and creates tactics to achieve program objectives.
Develops and maintains strategic relationships related to the CCR strategy, including sustaining community partnerships and representing UMB/ SWCOS/ Positive Schools Center/ Promise Heights at community planning groups, partnerships, and funding source meetings. Specifically, maintains comprehensive knowledge and relationships with college and career organizations and partners in the Baltimore City area to create a menu of options for graduating students and alumni.
Organizes and/or participates in various committees and teams to consult with program leads and administrative officials on policy and program needs as well as administrative issues. Provides ongoing program monitoring, evaluation, program improvement activities and reporting. Evaluates and revises program operating policies and procedures as needed.
Identify and establish partnerships and resources within UMB and the Baltimore community to support college and career access.
Track and facilitate all grant deadlines, deliverables, and data for reporting.
Participate in department wide meetings, training, planning sessions and additional administrative tasks
Perform other duties as assigned.
QUALIFICATIONS:
Education: Bachelor's degree.
Experience: Three (3) years in program coordination, development, oversight or administration. Experience working with urban school communities and specifically with college and career readiness and community service is preferred.
Additionally: Related experience to program may be substituted for education.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds. Demonstrates a commitment to justice, diversity, equity and inclusion. Incorporates anti-racist and anti-oppressive practices and principles to accomplish their work.

Excellent organizational and project management skills. Ability to manage situations with tact, diplomacy, understanding, and fairness. Ability to maintain confidentiality of students and information obtained through partnerships with Baltimore City Public Schools

The Hiring Range for this position is in the $60,000s, commensurate with education and experience.
